About Political Titles:
State and federal government often abbreviate the official title of a legislator to include their political affiliation and district information. R-H20 for instance is a standard abbreviation for Republican-House of Representatives District 20. R-S7 is an abbreviation for Republican-Senate District 7. The Ind. before their names indiciates they are state legislators for Indiana. At the federal level, districts are not used to describe senators, as each state elects two by a general vote. Members of the U.S. House of Representatives, however, are designated by both their state and the district they represent within that state. The generic term "Congressman" is technically used appropriately only when referring to members of the U.S. House of Representatives.

About District maps:

After each Census, the political maps of each state are redrawn in theory to create a more balanced representation of an area due to changes in population. For more on this subject, see the entry on Apportionment in our World Book online encyclopedia.
